From the Ground Up: Redpoint Contracting’s 15-year Rise in Heavy Civil Construction

In the heart of the Sonoran Desert, one construction firm has been laying the underground foundation for some of Arizona’s most ambitious developments. Redpoint Contracting, headquartered in Phoenix, has rapidly grown from a small team into a heavyweight in the heavy civil construction sector—boasting a portfolio that stretches from residential sites to multi-million-dollar public utilities.

Founded in February 2010 by Scott Mitchell, who remains at the helm as a managing member, Redpoint Contracting was born out of a vision to provide high-quality, client-focused underground utility construction services. From its inception, the company has been deeply rooted in the Phoenix metropolitan area—a booming hub for both public and private infrastructure projects.

“One of the significant aspects of our company’s evolution has been our ability to scale and take on more challenging projects,” says Adrian “AJ” Chiongbian, Director of Preconstruction and Business Development. “We’ve expanded significantly and now have over 300 dedicated employees contributing to our success.”

Redpoint’s early triumphs came from a disciplined focus on smaller commercial jobs. But over time, the company made strategic investments in its people, equipment, and project management systems. That discipline paid off, enabling Redpoint to expand confidently into higher-stakes markets: large residential developments, government-funded infrastructure, and tech-sector builds.

Today, the firm operates with approximately 25 construction crews, including five mobile units capable of supporting work outside of Arizona.

“Our focus remains on staying true to our core values of quality, safety, and client satisfaction, while also embracing new technologies and approaches that will allow us to continue delivering projects successfully for many years to come,” Chiongbian says. “Our value-driven philosophy emphasizes a client-centered approach from the very beginning, ensuring open communication, active listening, and an effective understanding of their goals. This collaborative foundation allows us to deliver fitted construction services and management, always upholding the highest levels of professionalism, safety, and the quality craftsmanship our clients deserve.”

Currently, Redpoint’s workload encompasses roughly 30 projects in various stages of completion. Among the company’s standout accomplishments is the $26 million Wastewater Master Plan Package for the City of Phoenix, a public works project involving a new force main and gravity sewer system. 

Equally notable is Redpoint’s work on the Eastmark Community Facilities in Mesa, Arizona, where the company completed four construction phases totaling $26.7 million. The scope encompassed comprehensive roadway improvements, including traffic signal work, concrete and asphalt paving, sidewalks, and landscaping, as well as the installation of underground utilities like sewer, water main, and storm drain systems. This project exemplifies Redpoint’s ability to execute complex infrastructure in sensitive environments, a crucial skill honed through extensive experience.

The company has also established itself as a go-to contractor for hyperscale data center infrastructure, bringing its heavy civil experience to tackle highly sensitive, technically demanding environments. These jobs often require precision planning to avoid disruptions and to maintain operational continuity for highly advanced and sophisticated clients. Redpoint’s service offerings are comprehensive, reflecting its position as a full-service underground utility contractor. Alongside its heavy industrial and data center clients, the firm serves a broad array of sectors, including municipal and public works, private residential and commercial developers, federal and military installations, and education and healthcare institutions. The company specializes in installing water, sewer, and storm drain systems; grading and drainage; concrete and asphalt paving; and other essential infrastructure services. More recent projects have included everything from warehouse site development to large-scale erosion control and demolition operations.

At the heart of Redpoint’s operational philosophy is a commitment to safety and continuous improvement, citing that safety compliance, both internally and externally to its clients, is non-negotiable. The company upholds a zero-harm goal across its job sites and enforces strict compliance with safety regulations through audits, open communication, and on-the-ground leadership.

“Our commitment to safety isn’t static; it’s a journey of continuous improvement. We regularly evaluate our safety procedures, actively seek feedback from our employees on the field, conduct thorough safety audits, and implement corrective actions to constantly enhance our safety systems,” Chiongbian says. “We also understand that safety extends beyond our immediate team. We actively partner with our customers, suppliers, contractors, and other stakeholders to ensure that safety is a shared value throughout all our business relationships. In short, promoting a safe work environment at Redpoint is an active, ongoing commitment that permeates every level of our company. It’s about policies, training, proactive measures, open communication, and a genuine belief that the well-being of our employees is paramount.”

Employee development is another cornerstone. Weekly safety meetings double as training opportunities, and monthly deep-dive sessions provide hands-on instruction in new technologies, construction methods, and workflow optimization. This continuous training is currently yielding measurable benefits in workforce performance and project delivery.

Looking ahead, the company is actively expanding its portfolio and geographic footprint, recently taking on a large-scale project in South Dakota—an early step in what Chiongbian says could be a more national presence.

“Our primary operational focus is rooted within the Phoenix metropolitan area markets. This is where the majority of our projects are concentrated, allowing us to build strong local relationships, leverage our established network of subcontractors and suppliers, and maintain efficient project oversight,” Chiongbian says. “However, we also recognize strategic opportunities for growth and expansion. We are currently performing work for a large-scale project in South Dakota, which exemplifies this approach, demonstrating our capability to successfully manage significant undertakings in new geographic territories.”

Redpoint’s future seems firmly aligned with the needs of a changing construction industry—one where digital tools and client collaboration are redefining how projects get built. With 2025 marking the company’s 15-year anniversary, Chiongbian maintains a positive outlook.

“Strategic growth and innovation are always top of mind for us, he says. “Our plans for growth involve adding to our already diverse portfolio of developments, introducing early works services to provide even more comprehensive solutions, and we are also exploring the possibility of venturing into more territories within the country. We can confidently say that we’re actively shaping the next chapter of Redpoint’s success story.”
